Joint Committee on the Handling of Security-Relevant Research : Progress Report October 2018

The report presents current debates and developments in the field of security-relevant research (Chapters A 2 & A 4). Furthermore, the framework conditions for the funding of security-relevant research by the DFG and the EU Framework Programme for Research and Innovation Horizon 2020 are discussed (Chapter A 4). In addition, the status and specific strategies for implementing the joint recommendations "Scientific Freedom and Scientific Responsibility" of DFG and Leopoldina (2014) in the German research institutions are documented on the basis of the results of a comprehensive survey among the committees for ethics in security-relevant research (KEFs) (Chapter B 2).

In addition to the establishment of KEFs at universities and non-university research institutions in Germany, the survey has shown that in the future there should be a particular focus on raising awareness of security-relevant research risks among students and researchers. Chapter B 5 of the Progress Report shows good practice examples of awareness-raising activities designed to encourage contact persons and KEFs to further promote awareness-raising at their research institution.

The Progress Report also documents the last two events of the Joint Committee which focus on concrete case studies of security-relevant research (Chapter C 2) and general guiding questions for the work of the KEFs (Chapter C).
